Valmet M78 and Valmet hunters are non-restricted, and perfectly legal to own with your basic PAL (Possession and Acquisition license.) They are classified the same way as a regular hunting shotgun. They will not be banned. Supposedly, this is because in the '80s sometime the government had given a bunch of Valmets to native groups in Northern Quebec and didn't then want to confiscate them from those groups, so they decided to make a special exception for the Valmet.
So if you want to add AK variant to your collection it would be very hard to find a better quality rifle than this one.
