Neutreulized theate revolver

I have this for sale:

Smith & Wesson Theate break open revolver wich has been neutralized. Won’t open, barrel is weld, hammer cocking and trigger clicking  but cylinder won’t move. 

comes with the letter saying it’s been neutralized 

Lately RCMP has make it more complicated and expensive to neutralize old gun so next one you’re gonna do will be more expensive  

Very used ok condition

I try to describe the best I can, and I am no expert or gunsmith, I can’t assure you of the integrty of any of those rifle since I acquire them in a lot and I haven’t shot any of them, also I haven’t done a thorought cleaning, just a bore snake through the barrel to see how it is. Please ask for pics or info if you are really interested only, description says what I know.
